What is Red Carpet?

This weekend's HBIA champ's in Melb contain a catergory called Red Carpet. It's described as a look that could be worn on a real life Red Carpet? Now that doesn't sound like a typical Formal Evening look to me. Especially after asking a prominent judge, who suggested thst they would prefer not to see the usual (and I quote) "transvestite hair parade".
