Ok, how woud you do this?! ideas please

Should i just make a template out of something and try it? how do you think it was done?

Honestly I don't think its permanent. It looks like the top was bleached, the bottom and around the ear was colored, a templet was made and black hair powder (or spray paint) was used to spay in the 8 and around the circle to make it more sharp. If you look around the circle, you can see its a little darker...if you wanted to make it permanent, I would really thicken up that color to keep it from bleeding.
